Consider that former Comptroller Strayhorn reported in 2003 a state-budget shortfall of $9.9 billion for the fiscal year of 2004-2005[En. 1].The difference this time: It has increased.Four years later, current estimates are $11 billion and more going into 2011 for the first year of the next biennium budget.
